HPD is seeking to identify applicants for consideration as property managers to assume property management responsibilities for Mitchell-Lama developments in HPD's Division of Housing Supervision’s portfolio. The Division of Housing Supervision is responsible for overseeing City-supervised Mitchell-Lama developments. HPD works directly with project sponsors, building owners, coop Boards of Directors, property managers, HPD’s partners, and internal HPD loan programs to ensure the financial viability, physical integrity and regulatory compliance of nearly 100 Mitchell-Lama developments, consisting of approximately 45,000 units of affordable housing.
The Division of Housing Supervision ensures that the Mitchell-Lama portfolio is maintained both physically and financially. This Request for Qualifications (RFQ) has been issued to identify property managers that have the capacity to manage large scale buildings with significant regulatory requirements. When a Mitchell-Lama development is seeking new property management, HPD requires that the housing company hires a Qualified Mitchell-Lama Property Managers from a list developed from this RFQ.
Qualified Mitchell-Lama Property Managers will work closely with Boards of Directors and/or owners to ensure operational stability, fiscal health and long term physical well-being in Mitchell-Lama developments pursuant to the Rules of the City of New York, Chapter 3, Title 28 by:
A Mitchell-Lama property manager is expected to be fully conversant and to operate in accordance with the Mitchell-Lama Rules.
HPD held a pre-submission conference on Wednesday, May 1, 2019 at 10:00am for potential applicants at 100 Gold Street, Room 1-R, New York, 10038.
Applications are accepted on a rolling basis and we anticipate that the Qualified List will be updated regularly.
HPD established a list of Qualified Mitchell-Lama Property Managers. The list is intended to serve as a resource for City Mitchell-Lama housing companies to find eligible property managers.
