Housing Retention and Stabilization Services RFQ

Through this Request for Qualifications (RFQ), the New York City Department of Housing Preservation and Development (HPD) seeks to establish a list of Qualified Housing Retention and Stabilization Services providers that HPD designates as qualified to assist formerly homeless households moving into HPD-assisted New Construction projects. The purpose is to assist these households to a) make a successful transition to permanent housing, and b) maintain tenancy in the affordable housing unit, and c) achieve further stabilization via a connection to additional services.

The objective of this RFQ is to create a resource so that HPD may refer owners, property managers, landlords, and other appropriate parties operating a New Construction project with homeless set asides to the Qualified List when seeking Housing Retention services for tenants residing in their property.

Projects with homeless set aside units can use their social service reserve to enter into contract with one of the nonprofit organizations on the Qualified List. We anticipate that contracts will be for groups of 20 households, within one building or across multiple projects located near one another. The annual cost per household is expected to be around $5,000, though developers should work within what the social service reserves will allow. While HPD will not be providing a standard contract that parties must use, the scope of work detailed in the RFQ must be included, as must the staffing ratio. Should extremely low income households also need these services and the budget can accommodate serving them, this would be encouraged.

HPD published a Qualified List based on the initial application round on March 4, 2019. The initial submission deadline was February 15, 2019. The RFQ may be re-opened annually for additional submissions. HPD reserves the right to amend the Qualified List at any time. HPD may periodically request updated information from Qualified Applicants appearing on the Qualified List.

Selection Criteria

Applicants must submit a full response to this RFQ and meet the minimum criteria set forth in this RFQ in order to be considered for inclusion on the Qualified List. Applicants must be nonprofit organizations and demonstrate they have the experience and capacity to become a Qualified Applicant. HPD will notify all Applicants as to whether or not they are designated as Qualified Applicants under the requirements of the Housing Retention and Stabilization Services RFQ.

Pre-Submission Conference

A Pre-Submission Conference was held on Friday, February 7, 2020 from 3:00pm-4:00pm at 100 Gold Street, Room 8F-14, New York, NY 10038.

Submission Requirements

The submission deadline is March 13, 2020. Electronic submissions are preferred and can be submitted to HousingRetentionRFQ@hpd.nyc.gov.
