An owner and tenant may end up in housing court for a number of reasons, including when an owner attempts to evict a tenant or when a tenant withholds rent because repairs have not been made.  Though bringing suit in housing court generally does not involve discrimination, as with other issues, an otherwise lawful action could violate federal, state, and local fair housing laws if the action is based on the tenant's membership in a protected class.
