Kadian Outar is the Executive Director in the Citywide Equity and Inclusion Line of Service at the Department of Citywide Administrative Services. She brings over 10 years of recruitment experience, including four years recruiting in the private sector.  As the Executive Director, her role involves leading the Office of Citywide Recruitment which is responsible for building a pipeline of diverse, qualified talent for the City of New York and the Policy and Program Development unit, which is responsible for providing diversity and inclusion best practices to EEO Officers and operationalizing local laws and legal mandates. Her role involves developing diverse recruitment strategies, developing short and long term goals for the office and engaging and consulting with City agencies on their recruitment and diversity and inclusion needs.  Kadian’s previous recruitment experience includes serving as a Recruiting Manager for a staffing agency and working with law firms, corporations, and technology vendors across the United States. Kadian has a Master’s in Business Administration, with a concentration in Human Resources.  She also serves as the President of her Toastmasters club, an organization that assists members with public speaking and leadership development.

Eric Eichenholtz is currently the Chief Assistant for Employment and Policy Litigation of the New York City Law Department. In this role, he oversees the Law Department’s Affirmative Litigation, E-Discovery, Labor and Employment Law and Workers’ Compensation Divisions. Before joining the Law Department Executive staff, Eric was the Chief of the Law Department’s Labor and Employment Law Division. In that Division, Eric has handled a wide variety of cases, including the representation of the former New York City Council Speaker in a highly publicized lawsuit that alleging improper termination of a City Council aide, a series of cases challenging the New York City Department of Education’s Teaching Fellows program (a program designed to attract teachers to schools), and several discrimination lawsuits against high ranking City officials. Eric has also served as the Co-Chairperson of the Law Department’s Electronic Evidence Committee since 2007. In addition to presenting at PLI, Eric has also presented CLE lectures on Professionalism, Brief Writing, Discovery and Electronic Discovery for the New York City Law Department. Eric was the recipient of the 2020 Corporation Counsel’s Award for Distinguished Legal Service and the 2019 New York County Lawyers Association Public Service Award.

Dr. Tarulli is Clinical Assistant Professor at NYU leading the Human Capital Analytics and Technology master’s degree program.

Her 33-year career spans a variety of roles in Fortune 50 companies, consulting and academia, applying a broad, strategic perspective on how human resources contributes to organizational outcomes.

Her professional interests have included diversity, support of STEM education, employee reskilling and workforce development. She has published in both academic and professional publications, most recently in Workforce Solutions Review on the topic of pay equity. She is currently co-editing a book on strategic workforce planning.

An industrial/organizational psychologist by training and a human capital strategist, talent management professional, people analytics expert and educator by practice, she is passionate about helping shape the practice of HR today and the HR leaders of tomorrow.
