NYC residents are now required to set out their waste after 6:00 PM in bins with secure lids (or after 8:00 for properties with 10+ units). However, properties with of 9 or more residential units can apply for an alternate setout time between 4:00 AM and 7:00 AM on their collection day.
Properties enrolled in the Multiunit Building Collection Program are required to set out waste ONLY during 4:00 AM to 7:00 AM on their collection day.
If you set out your material at any other time, including the evening before, you may be fined. If you receive two such fines, your property may be removed from the the program.
The application period to opt in to the alternate setout time runs between January 1 and January 31.

If your application is approved, your alternate setout time will begin on April 1. If you are already enrolled in the program, you do not need to reapply.
