Leaks, if undetected, can add significant and unexpected charges to your water bill. If we notice unusual spikes in your water usage, we will contact you. However, it is important that you monitor your water bills and fix leaks early to avoid an unexpected bill increase. Property owners own and are responsible for their water service line, which connects their home to the City’s water main in the street. If you are not able to find the source of a leak or do not know how to make repairs yourself, you will need to hire a Licensed Master Plumber.
Leaks and burst pipes can be costly, so it is a good idea to review your homeowners insurance policy to be aware of exactly what it covers. We offer a voluntary program that protects enrolled customers from unexpected service line repair costs. Learn more about our Service Line Protection Program.

The Leak Forgiveness Program is designed to provide financial relief to customers while also incentivizing water conservation. To be eligible, your property must be billed on metered charges, and you must:
mail a written request for leak forgiveness within 120 days from the date of the original bill that contained the high charge to:

Are there types of leaks that are not eligible?
All leaks—including maintainable fixtures like toilets, sinks, and showers—are now eligible for the Leak Forgiveness Program.
How much of my leak will be forgiven?
One half of the high bill amount, but the final amount owed for that bill will not be less than 150% of your property’s typical bill.
Do I have to provide proof that the leak was repaired?
No, as long as your property has a working automated meter reading (AMR) device attached to the meter. If your property does not have a working AMR device attached to the meter, you will be required to provide a plumber’s receipt.
How will I be informed of DEP’s decision?
DEP provides a written response to all written customer requests. If approved, the maximum allowed Leak Forgiveness credit will be applied to your account and reflected on your next bill.
