How do I submit my Certificate of Correction online?

Certificate of Correction requests are submitted in DOB NOW: Safety. Use a NYC.ID account to log into DOB NOW at nyc.gov/dobnow, use an NYC.ID account to login to DOB NOW at nyc.gov/dobnow. Select the DOB NOW: Safety module and then Violations & Notices of Deficiency. If you need to create an NYC.ID account, visit nyc.gov/dobnowtips for more resources and step-by-step instructions.

Are my documents required to be notarized?

No. The notary requirement has been replaced by the attestations provided found in the Statements and Signature tab.

Will I receive notification when my Certificate of Correction review is complete?

Yes, an email notification will be sent to the person who submits the COC and the Owner or Respondent, with the status of the review. You can also login to DOB NOW to see the Request Status from the dashboard.

How do I check the status of my request?

Login to DOB NOW with your NYC.ID, go to DOB NOW: Safety and select Violations & Notices of Deficiency. From the Violations dashboard, select the Certificate of Correction Review Request tab. Do not select the button with a plus sign (+) in front of it (this will start a new request). The status will be listed in the Request Status column. Once the review is complete, the status of the summons will also be updated in the Buildings Information System (BIS).

If my request was disapproved, how do I find out the reason?

If the request is disapproved, the reason will be included in the email notification. You can also or go to the dashboard, double click on the Request Number, and then select the Disapproval Reasons tab to see the disapproval reasons and details.

If my request was disapproved and I do not agree with the disapproval, what do I do?

If you believe the results of the review are incorrect and an error has been made, a dispute can be submitted. On the Violations dashboard, go to the Filing Action column, click the arrow next to Select Action on the row with the disapproved request, then choose Dispute. A Dispute can also be created by clicking on the Dispute button from inside the disapproved request. You must have a justifiable reason to dispute.

Can I submit my Certificate of Correction by mail or in-person?

No. Certificates of Correction can no longer be mailed or delivered in-person.

How do I know if I can cure a summons?

A cure is an opportunity to avoid an OATH hearing and have a zero-penalty imposed if a summons is certified as corrected by the cure date. A cure is an admission to the summons. Cure eligibility is determined by the DOB’s penalty scheduled found in 1RCNY Section 102-01. If the cure option is available, a cure date will be found on the face of the summons. To cure a summons, submit an acceptable COC on or before the cure date found on the face of the summons. When submitting the COC, be sure to select the cure option in DOB NOW: Safety.

I received a stipulation offer and I accepted it. What do I do now?

A stipulation is an offer of a reduced penalty and more time to correct, in exchange for correcting the violating conditions before the stipulation compliance due date. By accepting a stipulation offer, the respondent is admitting to the violation. OATH will not hold a hearing. To comply with a stipulation offer, submit an acceptable COC on or before the stipulation compliance due date found in the stipulation offer. When submitting the COC, be sure to select the stipulation option in DOB NOW: Safety.

Where do I pay the DOB civil penalties?

A Work Without a Permit civil penalty must be assessed and paid in-person in the DOB borough office where the summons was issued.

Hazardous Violation (AEUHAZ) penalty payments are no longer submitted in eFiling. Go to DOB NOW: Safety, select Violations & Notices of Deficiency and then select +Violation Payments. How do I challenge an AEUHAZ civil penalty?

A Work Without a Permit civil penalty must be assessed and paid in-person in the DOB borough office where the summons was issued.

The property owner and/or respondent may submit a challenge to the AEUHAZ violation within 30 days of the Notice of Violation issue date. To submit a challenge, log in to DOB NOW, select +Waivers and Challenges and AEUHAZ. Search for the violation, add it to the request. Then select one of the following challenge reasons:

  • Certificate of Correction was approved before AEUHAZ Violation was issued 
  • DOB-issued Summons was dismissed by OATH
  • DOB-issued Summons was downgraded to a lesser violation at an OATH hearing
  • penalty was issued to a one-to-four-family dwelling on or after May 15, 2022.

What if I cannot get a waiver of the DOB Civil Penalty and I cannot pay the penalty?

Certificates of Correction cannot be approved unless all DOB civil penalties have been paid or waived.
