Design Professional Checklists:
Place of Assembly Certificate of Operation (PACO)

Regardless of how the project work is portioned out, administration of the work remains the responsibility of the Registered Design Professional (RDP) who is the Applicant of Record (Applicant) in responsible charge or has verified Code and Zoning compliance of the drawings and installations for the project. Although there may be some specific projects that do not involve architectural or structural work, which may be completed by other professionals, it is important that the RDP maintain control of the entire project and understand when this applies under Department and NYS regulations.

This section contains a list of tasks that provide compliance with the Construction Codes and other regulations discussed in the Project Guidelines.

Checklists include:

Prior to Application Approval Checklist

  • The plans should include primary plans (the layout that will be used most frequently) and may include up to two alternate plans. If you wish to include more than two alternate plans, you must file an AI1 Form in addition to the PA1 Form.

  • Submit any layout plans to FDNY for review and approval and make sure these match the plans submitted to the Department.

  • The Applicant of Record should stamp and sign all formal submittals to DOB to demonstrate he/she has exercised responsible charge as required.

  • If construction work is involved, an associated NB or ALT filing is required and must be referenced on the PA application.

Pre- Certificate of Operation & On-going Project Work Checklist

Pre- Certificate of Operation

Associated Construction: Make sure that the associated New Building or Alteration construction complies with all required code and zoning regulations.

*Note: If the Place of Assembly scope is modified after approval, verify if changes need an amendment – refer to section AC 28-104.*

Ongoing Project Work

  • Post Approval Amendments: If the approved work has substantive or significant changes, submit revised drawings and obtain a post approval amendment.

  • PACO: Ensure that, if the PACO is associated with an NB or ALT project, the NB or ALT final construction inspection and PACO inspection are signed-off. Otherwise, a separate PACO inspection is required.

Project Completion Close-out Checklist

  • TPACO: Following TPA application approval, the event space can be setup. At completion, the Applicant must certify completion per approved plans and request a TPACO, following which TPACO can be printed online. If at approval, a Department Inspection is indicated, Applicant must schedule an inspection and TPACO can be requested following inspection sign-off.

  • Department Inspection: Request the required PA inspection, and obtain a sign-off for the completed work.
