Liquor Licenses

Brooklyn Community Board 4 reviews applications for new licenses, alterations, or renewal of existing on-premises licenses.

Community Board 30-day Notice

The New York State Liquor Authority requires any establishment that is requesting a new liquor license or requesting to re-new their liquor license to notify the Community Board at least 30 days before they file an application with the New York State Liquor Authority. Proof of the 30-day notice is to be submitted with the application.

Committee Review Protocol

The community board's review procedure begins after it receives a 30-day notification form. Please note the SLA requires the 30-day notice be sent by certified mail return receipt requested, overnight mail with tracking number or personal delivery with proof of receipt.

If the notification is for an application for a new on-premises license, or an existing licensee that intends to alter or upgrade its license, Community Board 4 requires a separate form that must be filled out and submitted to the board to be reviewed by the Permits and Licenses Committee.

Once the completed form has been returned to the board's office, the establishment will be placed on the agenda for the next meeting of CB4's Permits and Licenses Committee. The committee usually meets at 6:00pm on the second Tuesday of the month. To confirm the meeting details, please contact the office at (718) 628-8400 or bk04@cb.nyc.gov.

The applicant is requested to bring 8 copies of the completed form with the following attachments if applicable:

  • a map of the area
  • a menu
  • a floor plan, the Department of Buildings' Certificate of Occupancy or Letter of No Objection
  • a proposed Sidewalk Café Plan, and the Department of Buildings' approval for use of outdoor space

You must bring a copy of the meeting notice you used to notify the community of the meeting along with a signed Notification Certification form to our committee meeting.
