The World Trade Center (WTC) Health Registry, the largest post-disaster public health registry in the United States, launched its third pediatric health survey this month. More than 1,300 adolescent enrollees who were exposed to the WTC disaster will be asked to share valuable information about their health ten years after 9/11.

The World Trade Center (WTC) Medical Working Group, appointed by Mayor Bloomberg in 2007, released its 2011 annual report. It summarizes a decade of 9/11-related research as well as 30 scientific articles that have been published since the release of its last report.

The New York City Bar Justice Center will offer a free legal clinic on December 13 from 6 to 8 p.m. in midtown Manhattan for people who need assistance in filing September 11 Victim Compensation Fund (VCF) claims. Pre-registration is required. To register or request more information, please call: 1-855-885-1555.
The VCF began accepting claims applications on its website in late October. Online Eligibility Forms will be used to determine whether or not someone is eligible for compensation through the VCF. Individuals found eligible will then be invited to complete the Compensation Form, which will be used to determine the amount of compensation an someone is owed.

Nine more NYPD members who have died since responding to the World Trade Center disaster were memorialized by Mayor Bloomberg and Police Commissioner Kelly.
“In the weeks and months after September 11th, hundreds of members of the NYPD devoted long hours to rescue and recovery efforts amid the smoking wreckage there—and also at the Fresh Kills landfill,” said Mayor Bloomberg at a Police Memorial Wall ceremony in Battery Park, where the additional names of the fallen have been inscribed in granite. “And tragically, in the years since, some have seen their health decline, and even fail.”

The National Institute for Occupational Safety and Health (NIOSH) funded eight new research projects through the World Trade Center (WTC) Health Program established by the James Zadroga 9/11 Health and Compensation Act. Researchers will investigate a variety of concerns among WTC-exposed groups, including co-occurring mental and physical health conditions, pulmonary function abnormalities, cancer rates, cardiovascular events and smoking cessation. Funding for additional research projects will be available during the current fiscal year which began on October 1 for NIOSH.

The September 11th Victim Compensation Fund (VCF) is open for business and will continue to expand operations during October. People who plan to submit a claim may now register online at the VCF’s new Website and get a checklist of the documents and information they need to provide.

The US Department of Health and Human Services appointed a 15-member panel to review scientific and medical evidence and make recommendations to the administrator of the World Trade Center Health Program about eligibility criteria and WTC-related health conditions. The committee, created by the Zadroga Act, will begin meeting in the fall.

Sheila Birnbaum, Special Master of the September 11th Victim Compensation Fund (VCF), finalized VCF regulations based on feedback she received from the public. Among other changes, the eligibility boundaries have been expanded north to Canal Street in Lower Manhattan. The VCF will begin taking applications on October 3.

The World Trade Center (WTC) Health Registry launches its third major survey this summer of more than 70,000 people who were exposed to the WTC attacks and the aftermath, including nearly 13,000 who currently reside outside the New York/New Jersey area.

The National Institute for Occupational Safety and Health (NIOSH) released its first report about the potential role between exposure to the World Trade Center (WTC) disaster and the development of cancer as required by the James Zadroga 9/11 Health and Compensation Act. The report concluded that there is not sufficient scientific evidence to link cancer to WTC exposure at this time, but NIOSH will continue to review new studies as they become available.

Cassano and Mount Sinai Medical Center CEO Dr. Kenneth Davis today joined World Trade Center (WTC) first responders, labor union leaders, community groups, physicians and others at a ribbon cutting event at the Mount Sinai Medical Center in New York City to celebrate the James Zadroga 9/11 Health and Compensation Act taking effect. Signed into law in early January, the Zadroga Act provides sustained funding for the WTC Centers of Excellence and ensures that those facing 9/11-related health problems continue to receive monitoring and treatment through at least 2015.

U.S. Attorney General Eric Holder announced that Sheila Birnbaum, an attorney with an extensive career in public service who has worked on behalf of 9/11 families, will serve as the Special Master of the September 11th Victim Compensation Fund.
Ms. Birnbaum, a native New Yorker, will be responsible for publishing proposed rules to govern the Fund’s operations, taking public comment on the proposed rules, and holding public meetings to discuss the program before it begins operation later this year.

A hotline offering mental health support and information about the tenth anniversary of the 2001 terrorist attacks is among the new services offered by 9/11 Healing and Remembrance. Other services include a calendar of anniversary events, family support centers near commemorative events, and travel and lodging assistance for qualifying family members.

The World Trade Center Medical Monitoring and Treatment Program is hosting a health and education conference for 9/11 workers, volunteers and their families on Saturday, May 7 in Lower Manhattan. Dr. John Howard, Director of the National Institute for Occupational Safety and Health, will speak about 9/11 health care under the Zadroga Act and a special “Kids Zone” will be provided by Tuesday’s Children’s First Responder Alliance.

9/11 National Day of Service has joined with September 11th Awareness, a large Facebook cause community, to help promote voluntarism on the 10th anniversary of the terrorist attacks.
The goal of this joint effort is to help create the single largest day of charitable service in U.S. history as a way of paying tribute to the people who lost their lives in the attacks or experienced health problems as a result.

The James L. Zadroga 9/11 Health and Compensation Act (PDF) was signed into law by President Obama in early January. It provides federal funding to monitor and treat World Trade Center (WTC) responders and survivors through 2015 and reopens the September 11 Victim Compensation Fund.
The federal government has until July 1, 2011 to implement the WTC Health Program and re-open the September 11 Victim Compensation Fund. In the meantime, the WTC Centers of Excellence and the WTC National Responder Program will continue to deliver services with funds previously appropriated by Congress.
