NYCHA and Partners Close on Financing for $593.7 Million PACT Project to Renovate the Homes of More Than 3,000 Residents at Northwest Bronx Scattered Sites 

This financial closing is a key milestone in the renovation of over 1,600 apartments in 14 residential buildings across eight Bronx developments 


Each campus will receive comprehensive renovations to improve the quality of life for residents, including upgrades to apartments, shared spaces, grounds, and building infrastructure 



NEW YORK – On Tuesday, June 24, the New York City Housing Authority (NYCHA) closed on the financing for the Northwest Bronx Scattered Sites, a $593.7 million Permanent Affordability Commitment Together (PACT) project that will bring comprehensive renovations for more than 3,000 residents living in 14 residential buildings across eight developments in the Bronx. The buildings have now converted to Project-Based Section 8 through the federal Rental Assistance Demonstration (RAD) program, unlocking funding that will allow the PACT partner team – The Arker Companies; Dabar Development Partners, a Minority- and Woman-owned Business Enterprise (MWBE); and SBV RE Investments LLC – to address the capital needs of the developments and begin fully rehabilitating 1,669 apartments, as well as shared spaces, grounds, and building infrastructure, to improve residents' quality of life. The PACT program also maintains residents' rights and preserves affordable rents for all households. 

Following the financial closing, Progressive Management will handle the day-to-day property management responsibilities at the Northwest Bronx Scattered Sites, which include 1010 East 178th Street, Bailey Avenue-West 193rd Street, East 180th Street-Monterey Avenue, Fort Independence Street-Heath Avenue, Harrison Avenue Rehab Groups A and B, Twin Parks East (Site 9), and University Avenue Rehab. Social services will be expanded through existing partnerships with the on-site social services providers and will include senior programming, benefits assistance, after-school programs, and healthy food distribution. Additional details on the planned investments and improvements are outlined in the Northwest Bronx Scattered Sites Community Plan, which was developed through a collaboration between the partner team, resident leaders, and NYCHA and is being distributed to every household prior to the start of construction.

Selected in coordination with resident leadership, the PACT partner team has worked closely with Northwest Bronx residents and NYCHA to design every aspect of the development's renovation since 2023. After years of development and community-wide meetings, plans for the large-scale renovations have been finalized, and the team has closed on the necessary financing to begin construction, which is expected to take approximately two years.  

Buildings will receive upgraded heat and hot water systems; roof, facade, and building envelope repairs where necessary; fully modernized elevators; ventilation improvements; and new security installations, including lobby doors, intercoms, storefronts accessible by key fob, and lighting in hallways and building exteriors. Over 1,900 new cameras will be installed throughout the developments – in hallways, stairways, elevators, and outdoor areas – and will be monitored by security personnel at all times. All apartments at the Northwest Bronx Scattered Sites will receive fire-rated apartment entry doors; new windows and interior doors; fresh paint; and fully renovated kitchens and bathrooms inclusive of new cabinets and countertops, plumbing fixtures, flooring, finishes, and appliances. Additionally, free wireless broadband internet access will be available for all residents. Common areas – such as entrances, lobbies, mail areas, trash and recycling rooms, stairwells, and hallways – will be renovated and upgraded. The community centers at 1010 East 178th Street, Bailey Avenue-West 193rd Street, Fort Independence Street-Heath Avenue, East 180th Street-Monterey Avenue, and Twin Parks East (Site 9) will be updated with new heating and cooling systems, plumbing, lighting, and emergency back-up generators. 

The PACT partners will revitalize existing open spaces by installing new landscaping, and seating and tables, while the development’s parking lots, pathways, exterior lighting, and play areas will receive comprehensive upgrades. New ramps, stairs, and grading across the site will provide greater accessibility for residents with mobility challenges. 

The Arker Companies, Dabar Development Partners, and members of SBV RE Investments previously worked with NYCHA residents to deliver comprehensive renovations through the PACT program for more than 8,000 residents across 16 Brooklyn and Bronx developments.

Arker works to support the needs and goals of the communities across the region with well-established relationships between private-sector investors; federal, state, and local agencies; and not-for-profit organizations.  

Dabar Development Partners is a minority- and woman-owned, full-service real estate development firm, focused on the preservation, renovation, and new construction of architecturally significant properties. Through market-rate and affordable mixed-use projects in New York, Philadelphia, and Atlanta, Dabar has developed over 3,000 residential units since 2003.  

SBV RE Investments LLC is a privately held real estate development company whose principals have owned, developed, and managed over 19,400 units of affordable housing in 15 states.  

The PACT program transitions developments from traditional Section 9 assistance to Project-Based Section 8 and unlocks funding for resident-selected PACT partners to complete comprehensive repairs and to oversee daily property management of the campus. Overall, 146 NYCHA developments (representing over 39,000 apartments) are in pre-development, are under construction, or have completed construction through the program. This represents over $13 billion in capital repairs for the Authority. The Authority is working to include 62,000 apartments in the PACT program in order to bring the benefits of comprehensive apartment repairs and building upgrades, as well as enhanced property management and social services, to more than 142,000 residents.
