Housing Retention and Stabilization Services RFQ

After the initial submission deadline, applications will be accepted on a rolling basis. The Qualified Housing Retention and Stabilization Service Provider List will be updated periodically to include newly accepted applicants.

Pursuant to this Request for Qualifications (RFQ), the City of New York, through the Department of Housing Preservation and Development (HPD), is inviting  organizations with experience to submit qualifications demonstrating their interest and ability to perform the activities related to the Housing Retention and Stabilization Services required by various HPD development initiatives.

Building off the success of HPD’s Our Space Initiative, and through discussions over time with developers, managing agents, landlords and other stakeholders, in 2019, HPD designated a list of Qualified Housing Retention and Stabilization Service providers to assist formerly homeless households moving into HPD-assisted New Construction and Preservation projects. The goal of that assistance was to a) make a successful transition to permanent housing, b) maintain tenancy in the affordable housing unit, and c) achieve further stabilization via a connection to additional services.

This RFQ seeks to ensure that the broadest variety of capable providers can be suitably matched to projects across HPD’s development portfolio, in support of the growing number of apartments being made available to individuals and families exiting shelter. Through this RFQ, the City, acting by and through HPD, will select Social Service Providers it deems qualified, to whom HPD may refer owners, property managers, landlords, and other appropriate parties operating a New Construction or Preservation project with homeless set asides, when seeking Housing Retention and Stabilization Services for tenants residing in their property.
 
NOTE: Providers on the existing Pre -Qualified List must periodically reapply, at HPD’s request and not more than annually, in order to remain on the list.

Selection Criteria

Each Respondent must demonstrate its compliance with each of the threshold eligibility requirements outlined in the RFQ document. Failure to meet these requirements may result in elimination of the submission from further consideration under this RFQ.

Qualified Housing Retention and Stabilization Service Providers will be included on a Pre-Qualified List (PQL) that HPD will publish on the website as a resource for interested developers. Developers will then review and directly hire Qualified Housing Retention and Stabilization Service Providers from the List, at their own expense; HPD will not be involved in the contracting process and will not be responsible for paying for Qualified Housing Retention and Stabilization services; however, HPD will review and approve all service plans and request periodic performance reports. This RFQ does not represent any obligation or agreement whatsoever on the part of the City or HPD.

Submission Requirements

The Respondent must submit Qualifications in accordance with the instructions and attachments contained in this RFQ, as well as in any Addenda that may be issued to this RFQ.

Applications may  be submitted to HousingRetentionRFQ@hpd.nyc.gov on a rolling basis.
