HPD Design Guidelines for Preservation

The HPD Design Guidelines for Preservation (“the Guidelines”) establish a minimum design standard to ensure that all HPD projects can meet NYC’s ambitious climate goals and laws while incorporating best practices for resiliency, health, and safety. The Guidelines are designed to help applicants comply with the City’s sustainability laws and meet the threshold requirements of the utility and state incentive programs.

Applicability

The Guidelines and the Design Review Process are effective as of March 1st, 2023, and apply to all new HPD Projects defined as Moderate, Substantial, or Gut Rehabs (including Mitchell-Lama projects).

Note: Projects in the CPAR Loan Program or that are requesting tax exemptions or maintenance assistance only are not subject to the standard Design Review Process and should refer to the FAQ for guidance. Refer to HPD’s Preservation Finance page for more information, including the Loan Program Finder tool. Projects receiving funding from NYS Homes and Community Renewal (HCR) are not subject to HPD’s Design Guidelines or Design Review process.*
