The New York City Department of Housing Preservation and Development (HPD) is committed to the goals and strategies of Section 6-129 of the Administrative Code of the City of New York, which established the City's Minority and Women Business Enterprise Program. Section 6-129 details certification, contract participation goals, business assistance and administrative procedures to promote the utilization of firms certified by the New York City Department of Small Business Services (SBS) for contract and subcontract opportunities.
