351 Powers Avenue RFP

The New York City Department of Housing Preservation and Development (HPD) is planning for the development of high-quality and sustainable affordable housing on a City-owned site in Bronx Community District 1.

1 Community Visioning

HPD conducted community outreach from the fall of 2021 through the spring of 2022 to gather input on the development of new affordable housing and neighborhood amenities at 351 Powers Avenue. 

The goal of the outreach activities was to identify priorities for housing from those who live and work near the site and have an intimate understanding of neighborhood conditions and needs. Because this site will also be required to be built with climate resilient design, outreach activities also aimed to identify preferred design interventions that address extreme heat and flooding. 

The 351 Powers Avenue Community Visioning Report summarizes the results of the 6-month engagement process. The report was attached to the 351 Powers Avenue RFP. 

2 Open Request

HPD released the 351 Powers Avenue RFP on August 18, 2022. An online pre-submission conference was held on September 13, 2022. All proposals were due no later than 4:00pm on November 18, 2022.

3 Submissions Review

HPD has completed the submissions review phase. 

Developer Designation

On February 16, 2024, HPD announced the designation of 351 Powers Avenue to Lemle & Wolff Development Co, HELP Development Corp., and True Development New York, LLC. The development team will transform the site into new climate resilient affordable housing. The project is expected to produce approximately 90 new affordable homes as well as a ground-floor theater and workforce development space.
