The purpose of the Minimum Program Standards ('MPS') is to establish baseline construction standards, materials, and processes that the NYC Build It Back Program looks to as a baseline in preparing and reviewing completed scopes of work for homes receiving program assistance. Please note that there will be differences in the scope for substantially damaged and non-substantially damaged homes. The MPS were designed to assist in achieving consistency throughout rehabilitation activities funded with CDBG Disaster Recovery Funds. By utilizing the Minimum Program Standards as a guideline, the Program ensured that all applicants received an equal assessment. As with the program’s Policy Manual, case-specific determinations may have been made regarding the MPS as needed.

The New York City Build It Back Single-Family Policy Manual ('Manual') established guidance for implementing the portion of New York City’s 'Build It Back' Community Development Block Grant ('CDBG') funded disaster recovery ('DR') program (known collectively as the 'Program') that provided Hurricane Sandy recovery assistance to the owners of one- to four-unit residential properties impacted by Hurricane Sandy, as described in the Action Plan. The Program provided several types of assistance, including Repair, Reconstruction, Reimbursement, Relocation, Buyout and Acquisition assistance. The Program was designed to assist both owner-occupied and tenant-occupied properties within New York City.

The New York City Build It Back Single-Family Acquisition, Buyout, Cooperative Relocation and Resettlement Incentives Policy Manual established the specific procedures for evaluating applicants who wish to receive Acquisition, Buyout, Cooperative Relocation and Resettlement assistance from Build It Back. This Policy Manual is used in conjunction with the New York City Build It Back Single-Family Policy Manual. This Manual applies to all employees, consultants and contractors.
The New York City Build It Back Uniform Relocation Act Policy and Procedures Manual describes the policies and procedures used to ensure compliance with the Uniform Relocation Act (the 'URA' or 'Act') for tenant occupants whose landlords were participants in the Build It Back program. This Manual is applicable to all employees, vendors, and contractors responsible for reviewing and processing Single Family BIB applicants with renter-occupied units.
