Review of NYC licenses, permits, and registrations for Office of Administrative Trials and Hearings Environmental Control Board judgment debt

The Department of Finance collects judgments that are docketed by the NYC Office of Administrative Trials and Hearings Environmental Control Board (OATH ECB). DOF works with other City agencies to collect these judgments.

Agencies that issue licenses, permits, and registrations may deny an application or application for renewal of any license, permit, or registration and may suspend, terminate, or revoke any license, permit, or registration based on the applicant, licensee, permittee, or registrant’s failure to timely pay the OATH ECB judgments.

City agencies may take these actions pursuant to Local Law 47 of 2016 and NYC Charter Chapter 45-A, Section 1049-b.

If your license, permit, or registration has been denied, suspended, revoked, or terminated you can:

Some judgments may be settlement-eligible for a reduced amount if you agree to the terms and conditions of the settlement agreement.

If you pay your outstanding OATH ECB judgments in full or enter into a payment plan, DOF will notify the particular City agency requesting them to release the hold on your license, permit, or registration and your license, permit, or registration may be reinstated by that City agency.

You can also visit e-Services to obtain Notification of ECB Payment letters documenting the resolution of your judgment debt by entering the OATH ID and then selecting the link to view the Notification of ECB Payment letter.
