Matt Penfold
Deputy Commissioner, Tax Policy and Data Analytics

Deputy Commissioner Matt Penfold leads the Tax Policy and Data Analytics Division. This division reviews, analyzes, and evaluates existing and proposed tax policies; mines business, property, and income tax data for policy modeling, revenue forecasting, and audit selection; and publishes a variety of statistical reports that inform public policy. The division also identifies data resources, improves data accuracy and accessibility, and enables users throughout the Department of Finance to leverage data to improve efficiency and customer service.

Matt joined the Department of Finance in 2016 as a policy analyst. He advised the NYC Advisory Commission on property tax reform, helping to develop the commission’s 2021 report, and was appointed that year to serve as assistant commissioner of Tax Policy and Data Analytics. In addition to being an accomplished statistician, Matt is a trusted manager and colleague with a unique capacity to communicate the most complex analyses and policies into saliant points.

Matt has a PhD from the University of Wales in Labor Economics and previously worked for the United Kingdom’s Office for National Statistics.
