Leslie Zimmerman

Deputy Commissioner for Treasury and Payment Services

As deputy commissioner for treasury and payment services, Leslie Zimmerman leads the Department of Finance’s Treasury, Citywide Payment Services and Standards, and Payments, Billing, & Refunds operations. Leslie’s team is responsible for the agency’s management of the City’s cash balances and its relationships with banking institutions, as well as its oversight of all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts.

A graduate of New York City public schools and Queens College, Leslie has worked in city government for more than 40 years, starting as a part-time file clerk while she was still in high school. She has overseen and directed a wide array of Department of Finance operations over the years and has contributed to significant changes and developments within the agency. She served as assistant commissioner of payment operations prior to assuming her current duties.

Leslie is a recipient of the Lawrence Brochhausen Memorial Award, named for the late Department of Finance deputy commissioner who initiated important reforms in New York City.
