Ahmer Qadeer
Director & Chief Pension Investment Advisor
Ahmer Qadeer was appointed director & chief pension investment advisor of the Mayor’s Office of Pensions and Investments (MOPI) in 2026. Ahmer represents the mayor and conducts research on pension fund investment issues, serving as advisor to the trustees of New York City’s five pension funds and retirement systems and the deferred compensation plan, which serve over 700,000 active and retired participants and have total assets in excess of $270 billion.
Ahmer leads MOPI’s efforts to responsibly manage the City’s pension investments while advancing transparency, accountability, and long-term sustainability. He has more than 25 years of experience leading strategic research and policy initiatives in the areas of labor, finance, and public administration. He most recently served as managing director at QRI and previously held senior leadership roles with the Service Employees International Union.
Ahmer holds a Ph.D. in Planning and Public Policy, and his scholarly work focuses on regulatory design, accountability, and state capacity.
