Mayoral Administrations Possessed About
Environmental Toxins Produced by the September 11, 2001 Terrorist Attacks
on the World Trade Center
On July 14, 2025, the New York City Council unanimously approved Resolution 560-A directing DOI to conduct an investigation to ascertain the knowledge possessed by mayoral administrations about environmental toxins produced by the September 11, 2001, terrorist attacks on the World Trade Center.
Given the historical nature of the investigation, and the volumes of data that will need to be reviewed and evaluated, it was necessary to augment DOI’s staff and investigative knowledge with an investigative firm. In June 2026, the City allocated $3.81 million over fiscal years 2026 and 2027 to fund this investigative firm that will also provide essential public health expertise. DOI is currently in the procurement process to hire that firm.

DOI will also produce a public report at the conclusion of its investigation.
