HDFC and HDC Assistance Program

Properties organized as Housing Development Fund Corporations (HDFCs) or properties subject to an affordability agreement or other affordability program involving New York City’s Housing Development Corporation (HDC) may be eligible for a reduction of their delinquent water and sewer bills. By making payments towards the outstanding principal balance of your bill, you can receive a reduction in accrued interest charges.

You can apply for this debt relief from July 1–September 30, 2026.

Eligibility Criteria

This program is not available for HDFC or HDC properties facing charges or notices related to improper or insufficient metering, denial of access, billing interference, ongoing estimated or attributed consumption charges, absence or improper functioning of an automated meter reader, or other facts or circumstances leading to irregular water and wastewater billing. If your property meets any of these criteria, please call DEP customer services at 718-595-7000 for help addressing your situation.

Program Structure

To receive interest forgiveness, properties must sign a payment agreement for any balance still owed after bill reductions are applied.

Property owners should continue making payments during the application window or after applying. Any bill payments made during the application period will count towards interest forgiveness calculations as part of the program.

There are two pathways properties may pursue:

  1. Properties with an unpaid account balance of $1,000 or more which is overdue by more than one year can receive interest forgiveness based on how much of their outstanding principal they pay off:


    Percentage of outstanding
    principal paid off
    Percentage of interest
    charges forgiven
    100% 100%
    50%–99% 75%
    25%–49% 50%


  2. For all other properties with outstanding water bills eligible for this program, payment of 100% of your outstanding principal will result in forgiveness of 100% of your interest charges.
