City Completes Overhaul of Queens Borough Hall Plaza

ADA Upgrades Improve Plaza and Parking Access, New ADA Door Added to Borough Hall

(Kew Gardens, NY – July 9, 2025) The NYC Department of Design and Construction (DDC) and NYC Department of Citywide Administrative Services (DCAS) joined Queens Borough President Donovan Richards today to celebrate the completion of a $6.25 million project that renovated the plaza at Queens Borough Hall, beautifying and stabilizing the area while bringing it up to standards dictated by the Americans with Disabilities Act. DDC managed the project for DCAS.

“This project was designed in-house at DDC, saving taxpayers money, and construction was completed by the DDC project team on schedule in two years,” said DDC Commissioner Thomas Foley. “The upgrades include many of the surfaces, installing new paving stones and leveling others, and brings the area into ADA compliance with new illuminated handrails, ramps and automatic doors. We’re very happy to complete it on time for the people of Queens as well as the workers who use the building every day.”

“Queens Borough Hall is a vital civic hub, and we’re proud to have sponsored the transformation of its front plaza into a more welcoming and accessible public space,” said DCAS Commissioner Louis A. Molina. “This building, like so many in our city portfolio, has stood for nearly a century—but today, with this renovation, we’re bringing its entryway into the 21st century. Thanks to our partners at DDC, this project not only enhances the site’s aesthetics, but also ensures greater accessibility for all New Yorkers.”

“Our mission at Queens Borough Hall is to serve all 2.4 million residents of Queens, including those who are disabled or have any kind of mobility issue that could make it more difficult for them to access the building,” said Queens Borough President Donovan Richards Jr. “That’s why it was critically important that Borough Hall’s plaza undergo this restoration, which repaired a number of cracked steps and tiles and has fully brought the plaza up to ADA standards. I am very thankful for the great work that was put into this project, which has created a beautiful and inviting space for all those visiting Borough Hall, including those who hold events on the plaza and the many couples who come to Borough Hall to get married. This restored plaza is sure to serve The World's Borough well for decades to come."

Improvements were made to the east, west and main entrances to the plaza, including enhanced access to parking lots adjacent to Borough Hall. New exterior stone pavers and steps were installed and several displaced stair treads were reset. New ADA-compliant exterior walkways with new retaining walls were added. The main entrance to Borough Hall now includes an automatic-opening door plus new handrails that are illuminated at night. Construction began in December 2022 and ended in December 2024.

We commend DDC and DCAS for ensuring that this civic space now reflects the values of equity and access for all New Yorkers.”
