NYC Department of Design and Construction Awards Program Management Contract for Borough-Based Jails

(Long Island City, NY – April 22, 2019) Commissioner Lorraine Grillo of the NYC Department of Design and Construction (DDC) announced today that the agency has awarded a contract for program and project management for New York City’s borough-based jails program to AECOM-Hill, a joint venture of AECOM and Hill International.

“DDC will soon face a pressing need for contractors and subcontractors of all types to complete the borough-based jails program for New York,” said Commissioner Grillo. “We strongly encourage vendors seeking to do business with the City of New York to become familiar with contracting requirements, and, if eligible, to become a New York City-certified Minority- and Women-Owned Business Enterprise.”

New York City is undertaking a multi-billion dollar effort to construct four new jails in the boroughs of Manhattan, Brooklyn, Queens and the Bronx in order to enable the closure of the City’s main jail on Rikers Island. DDC and AECOM-Hill will create four separate Design-Build management teams, one for each of the new borough-based jails. A Request for Qualifications is anticipated to be issued no earlier than December 2019.

The $107.4 million contract to AECOM-Hill includes related program management services:

• Creation of procedures, protocols, forms and program and project manuals for all aspects of the Design-Build Program;
• Development of procurement strategies and protocols;
• Creation of program- and project-specific virtual document and payment control systems;
• Preparation and management of industry outreach strategies;
• Preparation of specifications and criteria for each Design-Build Project;
• Monitor the Design-Build teams’ M/WBE requirements;
• Management of the four jail projects until closeout of each; and
• Quality Assurance/Quality Control services.
