Citywide Equity & Inclusion

Citywide Equity and Inclusion (CEI) fosters the City of New York’s global leadership in equitable, diverse, and inclusive employment practices and sets the standards for City agencies to implement the City’s Equal Employment Opportunity Policy (EEO Policy), procedures, laws, and City mandates designed to prevent workplace discrimination and harassment under the City’s legally protected categories. This promotes inclusivity, engagement, and retention for the entire 350,000+ City workforce. CEI provides guidance for agency EEO Officers across the City, impacting the workforce across approximately 80 City government entities through the work of these CEI units:

Investigations & Compliance

Guides agency EEO Officers on the application of the citywide EEO Policy, including the City’s Reasonable Accommodation process, and workplace discrimination investigation procedures for complaints based on the City’s legally protected categories; monitors legal developments and makes updates to the EEO Policy and related processes; conducts agency case practice reviews; conducts EEO investigations if the agency head or the EEO officer is a party in the matter; develops and updates citywide non-discrimination workforce compliance training as well as professional development training for agency-level EEO professionals; and responds to daily consultation requests from all City agencies.

Policy and Program Development

Implements initiatives that align with and operationalize legal mandates and legislation related to equitable employment practices and prepares all relevant citywide reports; reviews, researches and prepares responses on proposed legislation; assists with testimony for legislative hearings; organizes mandatory citywide best practice meetings and other educational programs for EEO officers; promotes compliance with citywide training programs and reporting; develops and updates citywide training content on workforce equity matters; guides agencies in effective use of workforce metrics; designs and maintains compliance tools and reference resources; reviews and guides agencies on preparation of their annual EEO plans and quarterly updates as authorized by the New York City Charter Chapter 35, Section 814.1; and responds to daily inquiries from all City agencies.
