Online Database for Certified Payroll

Under the new NYS Labor Law 220-j, contractors and subcontractors are required to electronically submit certified payroll reports for public work contracts.

Starting January 1, 2026, certified payroll reports for City public work contracts solicited on or after December 31, 2025, must be submitted electronically through the City’s online database for certified payroll available at https://nyc-oti.ecomply.us/.

About the City’s Online Database for Certified Payroll

The City’s online database allows:

  • Contractors and subcontractors to generate, certify, and submit payroll reports electronically
  • City agencies to collect the reports submitted by their contractors
  • NYC Comptroller to access the database for enforcement
  • Free public access to review submitted certified payroll reports with personally identifiable information redacted

In addition to public work contracts, the City will use this database to collect certified payroll reports for contracts subject to Article 9 of the NYS Labor Law. The City will also use the database as a tool to track workforce utilization like Community Hiring, Section 3, and apprentices.

Getting Ready

For any contract subject to this new requirement, the City will set up the project in the database. Once the project is set up, the contractor will be notified to register for a one-time account creation. More detailed information on the contractor’s access to the City’s online database will be provided.

Frequently Asked Questions (FAQs)

1. What types of projects are covered under the City’s online database?

NYS Labor Law 220-j requires electronic certified payroll reports for public work projects covered under Article 8 of the NYS Labor Law. The electronic submission of certified payroll reports through the City’s online database will satisfy the obligations of the contractor and subcontractor to submit a transcript to the City agencies.

The City will also use this online database to collect certified payroll reports for City projects under Article 9 of the NYS Labor Law.

2. Will this apply only to net new projects?

Yes, contractors and subcontractors awarded City contracts that were solicited on or after December 31, 2025, will be required to submit certified payrolls through the City’s online database.

Certified payroll reports may be submitted for existing projects upon consultation with the contracting agency for ad-hoc project set up.

3. Which agencies are covered under the City’s online database?

The City’s online database includes the City Mayoral agencies as well as New York City Economic Development Corporation (NYCEDC) and New York City Health and Hospitals Corporation (H+H).

4. How will this apply to prime contractors and their subcontractors?

The prime (general) contractors are responsible for submitting their certified payroll reports directly to the contracting agency. The prime contractors will be able to add their subcontractors to their projects. Each subcontractor is responsible for submitting their own certified payroll reports to the prime contractor.  

5. Do contractors need to input each employee’s information?

Employee information can be entered into the database manually or through a bulk import of employee data. More detailed guidelines will be provided.

6. How will this apply to Community Hiring?

Under 5-01(e) of the Community Hiring Rules, the contractor with a Community Hiring Goal should enroll in a designated electronic system for Community Hiring.  Since the data from the certified payroll reports can be leveraged to track progress on Community Hiring, the NYC online database for certified payrolls is designated as the electronic system for construction and building services contracts with Community Hiring Goals.
