Rules

Section 3502 of the New York City Charter authorizes the Office of Community Hiring (OCH) to promulgate certain rules to establish the operational framework of Community Hiring and implement Community Hiring Goals on City procurements. Read the Community Hiring Rules (Unofficial Version).

To issue rules and amendments, OCH follows the formal rulemaking process as governed by the City Administrative Procedure Act (CAPA).
