First, you must know your property's tax block and lot. Go to the Department of Buildings' BIS website, insert your street address, click search, and the tax block and lot will appear on the top right of the page.
With the tax block and lot, search Appendix C, Table 1 of the Zoning Resolution to see if your property appears. (The table is searchable by tax block and lot by striking Control/Command + F on your computer keyboard and inserting the block number in the search box.) If your property appears in the table, note the E-Designation number.
With the E-Designation number for your property, navigate to OER's City Environmental Quality Review (CEQR) page and click on the appropriate borough link to find the E-Designation for your tax block and lot. The CEQR # or ULURP # that appears will be a link that opens a PDF document, which contains all requirements for Hazardous Waste, Air Quality, and Noise E-Designations.
Finding Restrictive Declaration Requirements
To determine if your property has a Restrictive Declaration, search for your tax block and lot in Appendix C, Table 2 of the Zoning Resolution. If your property appears in the table, note the Restrictive Declaration number and the date it was recorded.
Go to the ACRIS website of the city Department of Finance, search for your tax block and lot, and then find the Restrictive Declaration by searching for the date it was recorded. The Restrictive Declaration will detail the environmental requirements for your property. For Staten Island property records, visit the Richmond County Clerk's website.
