New Tool Distributed to Help Drivers Who are Deaf or Hard of Hearing Communicate Better with Police

Cards Will Be Mailed to New York Drivers with an F1 License Designation this Month

The NYPD announced the distribution of a new information card to help people who are deaf or hard of hearing with any interaction they may have with a member of law enforcement. Designed for attachment to a vehicle's sun visor, the card can be used by both the motorist and an officer to communicate more effectively with one another through the use of graphics. The card is the product of a partnership between the NYPD and service providers, as well as advocacy organizations, all of whom informed the final design. The NYPD will be issuing visor cards to 11,000 New York drivers with an F1 designation on their license beginning this month.

"The visor cards aren't just tools for persons who are deaf or hard of hearing behind the wheel, they are also a helpful tool for the NYPD officers who work each and every day to keep the public safe," said Police Commissioner James P. O'Neill. "Improving communication is a cornerstone of neighborhood policing. These cards will help in that endeavor."

"It is our duty at the NYPD to not only protect each and every New Yorker, but to provide support when people are in need," said Deputy Commissioner of Collaborative Policing Susan Herman. "Today, we're reaching out with a tool that we believe will improve communication between officers and drivers who are deaf or hard of hearing during an encounter that can often be stressful."

"Effective communication between people and police officers is integral to the safety and well-being of individuals and our city," said Commissioner of the Mayor's Office for People with Disabilities Victor Calise. "By providing visor cards for those who are deaf or hard of hearing we will open up communication between them and police officers creating a safer and more inclusive experience."

"If pulled over by the NYPD, an individual who is deaf or hard of hearing can use this card for the purpose of immediate communication," said Christina Curry, Executive Director Harlem Independent Living Center. "The successful implementation of visor cards proves this has the ability to meet short term communication needs."
