PUBLIC NOTICE IS HEREBY GIVEN that, in accordance with Sections 1045-j (3) and 1045-j (9-a) of the New York State Public Authorities Law, the New York City Water Board (the “Board”) will hold public hearings on May 27, 28, 29, June 2, and 3, 2025, concerning certain amendments to the Board’s Rate Schedule that took effect on July 1, 2024 and to other Board billing regulations that, if adopted by the Board, would be incorporated into the Board’s Rate Schedule and other written policies and procedures documents. The hearings will be held as follows:

  1. The Board will consider an increase in the metered and unmetered water and wastewater rates and rate-based billing programs that are currently in effect by a percentage amount not to exceed 3.7% and to assess wastewater charges at 159% of water charges for services provided on and after July 1, 2025.
  2. In addition, the Board will consider the following amendments to the Board’s rates and policies:
    1. Minimum Charge: maintaining the minimum charge for meter-billed customers at $0.49 per day for water service, and wastewater charges of 159% of water charges.
    2. Customer Assistance Programs: reauthorization of the Home Water Assistance Program and the Multi-family Water Assistance Program, authorizing bill credits of $159 per eligible property and $250 per eligible affordable apartment unit, respectively.
    3. Multi-family Conservation Program: extending the administrative compliance deadline until June 30, 2026
    4. Modifications to the Board’s Miscellaneous Fees and Charges.
    5. Modifications to the Board’s regulation concerning the Reimbursable Metering Program and to the Board’s Regulations 2, 3, and 4.
    6. Additional clarifications of an administrative nature to the Board’s policies and procedures.

A proposed amendment of the Regulated Rate for water supplied to users located north of the City of New York will be described pursuant to a separate public notice.

All hearings are open to the public. Anyone may attend or register to speak at any borough hearing, regardless of the borough in which they may reside or in which they may own or lease property. Those who wish to testify at a hearing should contact the Board by email at nycwaterboard@dep.nyc.gov, by telephone at (718) 595-3591, or by mail at: New York City Water Board, 59-17 Junction Boulevard, 8th Floor, Flushing, NY 11373, to register no later than 4:00 p.m. on the day before the hearing at which they wish to testify. Spoken testimony will be limited to five minutes in duration. A copy of any prepared or written statement may be submitted for the Board’s consideration at the above email or mailing address by 4:00 p.m. on the day prior to the hearing.
