Michael P. Mullahy

Deputy Commissioner/Chief of Investigations

Michael Mullahy brings more than 35 years of distinguished law enforcement and public service experience to DOI. Prior to his appointment as Deputy Commissioner/Chief of Investigations, he served as Inspector General for Squad 12 where he oversaw investigations involving New York City’s Department of Social Services. In that role, he led investigations into allegations of corruption, fraud, employee misconduct, and systemic vulnerabilities affecting the delivery of critical public services.

Before joining DOI, Mr. Mullahy served for almost three decades as a Special Agent with the Federal Bureau of Investigation (FBI). During his career, he spent more than twenty years as a case agent investigating complex criminal matters before advancing into supervisory and executive leadership positions. He concluded his FBI career as the Acting Assistant Special Agent in Charge of the Transnational Organized Crime Branch in the New York Field Office, where he directed investigative strategy and operations targeting sophisticated domestic and international criminal organizations.

Among his most notable accomplishments, Mr. Mullahy led the investigation into the systematic takeover and extortion of a New York City labor union by the Colombo Organized Crime Family. That investigation resulted in the indictment and subsequent conviction of 16 members and associates of organized crime, including the entire administration of the Colombo Crime Family. He also managed an investigation that resulted in the indictment of 31 subjects, including members and associates of La Cosa Nostra, for their alleged roles in operating fixed high-stakes poker games, as well as large-scale sports betting enterprise involving current and former NBA players. Mr. Mullahy also provided executive leadership for a landmark international investigation that dismantled a multibillion-dollar cryptocurrency investment fraud enterprise operating from forced-labor scam compounds in Southeast Asia, resulting in the largest cryptocurrency forfeiture in the history of the U.S. Department of Justice.

Mr. Mullahy is admitted to practice law in New York State. He earned a Juris Doctor cum laude from Hofstra University School of Law, where he served as an editor of the Hofstra Law Review and was a member of the Moot Court Team. He also holds a Bachelor of Science degree in Marine Engineering from the United States Merchant Marine Academy and served as a Lieutenant in the United States Naval Reserve.
