Kaytlin Simmons has extensive experience leading, managing and directing complex administrative services for large operational agencies in the public, private and not-for-profit sectors. She brings to DOI, comprehensive knowledge and expertise in strategic planning, logistics, investigations and law enforcement, special security programs, procurement, records management, human resources, information technology, facilities management, budget, intergovernmental affairs and regulatory compliance related to policies, procedures, standards, rules and laws at the federal, state and local levels.

Prior to joining DOI, Ms. Simmons served as Chief of Staff of the Division of Administration at the Administration for Children’s Services (ACS). In that role, she oversaw the daily operations of Real Estate, Design, Construction and Facilities Management, the Support Services Bureau which encompassed Occupational Safety and Health, Emergency Management, Continuity of Operations Plan (COOP), Program Support, Compliance, Divisional Audit and Operational Risk Management. In addition to developing policies, procedures and internal control measures aimed at strengthening operations, reducing vulnerability to waste, abuse and fraud and executing appropriate mitigation strategies. Ms. Simmons also played a key role in managing capital construction projects, particularly projects related to the implementation and ongoing programmatic, maintenance and infrastructure needs of the Raise the Age Law at ACS’ juvenile detention facilities.

Before joining ACS, Ms. Simmons worked in various roles at Catholic Charities Neighborhood Services, Safe Passage Immigration Project, and the Kings County Family Court.

Ms. Simmons graduated cum laude with honors with a B.A. from John Jay College of Criminal Justice, and received her J.D. from New York Law School.
