On July 7, 1994, the Commission To Investigate Allegations of Police Corruption and the Anti-Corruption Procedures of the Police Department (the "Mollen Commission") issued its final report. The Mollen Commission found that the New York City Police Department had undergone alternating cycles of corruption and reform. They believed that the creation of an independent commission to monitor the anti-corruption activities of the Police Department, and help keep the NYPD vigilant in that area, would help break the cycles of corruption.

Based upon their recommendation, former Mayor Rudy Giuliani, with the support of the Police Commissioner, created the Commission to Combat Police Corruption (the "Commission") on February 27, 1995 by Executive Order No. 18.
