For Fiscal Year 2026, the responses to questions in an application for capital funding relating to the use of real property sought to be purchased or improved, or the use of equipment sought to be purchased, for religious worship, instruction or proselytization will not be considered when evaluating eligibility for an appropriation of City capital funds. Such evaluation does not preclude the City from subsequent consideration of the extent to which such application complies with the City’s Guidelines for Capital Funding Requests for Not-For-Profit Organizations (the “Guidelines”) or the corresponding applications (the “Applications”) available hereto at: Capital Grants, any revisions the City makes to the Guidelines, the Applications, or to the Memorandum of Understanding With Respect to Capital Funding for Non-City Capital Projects between the Council of the City of New York and the City’s Office of Management and Budget, including any provisions of such Guidelines and Applications, revisions or memorandum that may require consideration of sectarian use.
