The By-Laws of a New York City Community Board are the internal rules that establish how the Board operates, conducts business, and fulfills its responsibilities under the New York City Charter. They serve as a governing framework for Board members by outlining procedures for meetings, voting, committees, public participation, officer duties, ethical standards, and overall Board governance.

Section 2800 of the NYC Charter provides the statutory foundation for Community Boards, while the By-Laws provide the detailed procedures and rules necessary to implement and carry out those Charter-mandated functions at the local Board level.
