Local Law 119 Compliance Category Definitions

LL119 Category 1 (FDNY)

Average response time to structural fires

Duration of time between a report of a structural fire to a 911 operator and the time when the first fire unit, which includes ladders and engines only, arrives on scene.

LL119 Category 2 (FDNY)

Average response time to non-structural fires

Duration of time between a report of a non-structural fire to a 911 operator and the time when the first fire unit, which includes ladders and engines only, arrives on scene.

LL119 Category 3 (FDNY)

Average response time to non-fire emergencies

Duration of time between a report of a non-fire, non-medical emergency to a 911 operator and the time when the first fire unit, which includes ladders and engines only, arrives on scene.

LL119 Category 4 (EMS)

Average response time to segment 1 medical emergencies, as defined by the department, including cardiac arrest and choking incidents by ambulance units

Duration of time between a report of a segment 1 medical emergency to a 911 operator and the time when the first ambulance unit arrives on scene. This is a subset of the Category 5.

LL119 Category 5 (EMS)

Average response time to life threatening medical emergencies by ambulance units

Duration of time between a report of a segment 1, 2 or 3  medical emergency to a 911 operator and the time when the first ambulance unit arrives on scene. The Category 4 is a subset of this category. This Category is a subset of Category 6.    

LL119 Category 6 (EMS)

Average response time to life threatening and non-life threatening medical emergencies by ambulance units combined

Duration of time between a report of any type of medical emergency to a 911 operator and the time when the first ambulance unit arrives on scene. Categories 4 and 5 are subsets of this category.

LL119 Category 7 (FDNY)

Average response time to life threatening medical emergencies by fire units

Duration of time between a report of a segment 1, 2 or 3 medical emergency to a 911 operator and the time when the first fire unit, which includes ladders and engines only, arrives on scene. Only incidents where a fire unit arrived before an ambulance unit are included in this category. This is a subset of Category 8.

LL119 Category 8 (FDNY and EMS)

Combined average response time to life threatening medical emergencies by ambulance and fire units

Duration of time between a report of a segment 1, 2 or 3 medical emergency to a 911 operator and the time when the first fire unit, which includes ladders and engines only, unit or ambulance unit arrives on scene. Category 7 is a subset of this Category.

LL119 Category 9 (EMS)

Percentage of response time of less than 10 minutes to Advanced Life Support medical emergencies by Advanced Life Support ambulances

Percent of certain serious medical emergencies require response by an Advanced Life Support (ALS) ambulance unit in which an ALS unit arrived within 10 minutes.   

Advanced Life Support ambulances are required to be staffed with two paramedics in New York City.

Basic Life Support ambulances are staffed with two emergency medical technicians.
