The New York State and New York City's Weights and Measures laws require that any item must be sold by its true weight or measure. The NYC Department of Consumer and Worker Protection (DCWP) inspects scales and measuring devices, such as gas pumps and home heating oil delivery truck meters, to ensure they are operating accurately in accord with federal standards.

All deliveries of fuel oil to purchasers, from vehicle tanks with tested meters, should be recorded on delivery tickets, which indicate date of delivery, name and address of the seller and purchaser, grade, price per gallon, quantity and total price of oil delivered. The seller must retain copies of such serially numbered delivery tickets for one year.

Any person engaged in the business of or owning a vehicle used for delivery of gasoline, kerosene or petroleum products other than liquefied petroleum gases must have their measuring devices and vehicle tanks inspected annually. Violations of these laws may lead to fines.
