Freedom of Information Law (FOIL) Requests

New York State's Freedom of Information Law (FOIL) is intended to enable effective oversight of - and visibility into - the City's operations and prevent waste and corruption. The law provides the public access to existing government agency records by written request.

The New York City Commission on Racial Equity (CORE) is committed to compliance with FOIL. All FOIL requests to CORE should be submitted via NYC OpenRecords.

How to Submit a FOIL Request

Online: In NYC OpenRecords, select "Request a Record," then select "Equity" from the category menu, and then "Commission on Racial Equity (CORE)" from the agency menu.

By Email: If you wish to submit your FOIL request by email, please send your FOIL request by email to COREFoil@core.nyc.gov.

By mail: If you wish to submit your FOIL request by mail, please send your FOIL request to the following address:

In your letter or email requesting CORE records via FOIL, please include your full name and address where records can be sent.

When a FOIL request is made, the agency acknowledges receipt of the request and then conducts diligent and thorough search for documents that are requested. If responsive record(s) are identified, the record(s) will be made available along with information about any exceptions or redactions. Please remember, the more specific the FOIL request, the easier it will be for us to perform an expedient search and to locate responsive and relevant documentation.

FOIL Appeal Procedures

Any person denied access to a record may appeal within thirty (30) days by writing a letter requesting an appeal to:
