For the second time this month, Buildings Commissioner Robert LiMandri commended a Buildings Inspector for reporting a bribe attempt to the Department of Investigation which led to an arrest. On Wednesday, October 28, DOI investigators arrested Marcos A. Nunez, 50, after he allegedly attempted to bribe an inspector with $1,000 to ignore potential violations at a Brooklyn site. On Tuesday, October 6, DOI investigators arrested Hersel Hedvat, 52, after he allegedly showed an inspector a forged work permit for a Manhattan site and attempted to bribe the inspector with $300 to avoid a Stop Work Order and violations.

Public Hearings
 
Inspections and Approved Agencies
November 10 
On November 10, the Department will hold a public hearing at 9:00am on a proposed rule relating to inspections and approved agencies. The Department proposes to amend Section 101-07 of Chapter 100 of Title 1 of the Rules of the City of New York. The hearing will be held in the 6th Floor Training Room at Department headquarters at 280 Broadway in Manhattan.

Concrete Safety Managers 
November 12 
On November 12, the Department will hold a public hearing at 9:00am on a proposed rule relating to registration requirements and qualifications for concrete safety managers. The Department proposes to add section 3310-02 to Chapter 3300 of Title 1 of the Rules of the City of New York. The hearing will be held in the 6th Floor Training Room at Department headquarters at 280 Broadway in Manhattan.

Violation Reclassification
November 23 
On November 23, the Department will hold a public hearing at 11:00am on a proposed rule relating to the classification of violations, establishment of daily and monthly penalties, and process of certifying correction. The Department proposes to amend Section 102-01 of Subchapter B of Chapter 100 of Title 1of the Official Compilation of the Rules of the City of New York. The hearing will be held in the 3rd Floor Conference Room at Department headquarters at 280 Broadway in Manhattan.
 
New Asbestos Abatement Technical Review Unit
The Department of Environmental Protection's new Asbestos Technical Review Unit (A-TRU) is now responsible for the review and permitting of asbestos abatement projects.

A-TRU includes staff from both DEP and DOB

and is located at DEP headquarters in LeFrak City.

A-TRU also includes a new state-of-the-art, online Asbestos Reporting and Tracking System (ARTS) through which contractors will obtain asbestos abatement permits. DEP has created a new comprehensive technical guide that will help industry members adapt to the new permitting process.

Bicycle Access to Office Buildings

The Bicycle Access to Office Buildings Law was signed by Mayor Michael R. Bloomberg on August 13, 2009 and goes into effect on December 11, 2009.

The law aims to increase bicycle commuting by providing cyclists with the opportunity to securely park their bicycles in or close to their workplaces.

The law only applies to commercial office buildings with at least one freight elevator. It does not apply to residential buildings.

Service Updates
Concrete Testing
Applicants must use updated versions of the TR1, TR2 and
TR3 forms to support the Department's new concrete testing requirements. The Department has created a Frequently Asked Questions guide for the new TR2 and TR3 forms.

Safety Registration
Individuals and organizations performing or supervising
certain construction projects must secure a Safety Registration Number by December 1. The PW2 form has been updated to support the safety registration number requirement and is available online. Both versions of the PW2 will be accepted until December 1.

Demolition Requirements
On December 2, a new set of requirements will go into effect
for full and partial demolitions. These new requirements will include submitting detailed plans outlining means and methods of demolition before permit issuance.

Fire Alarm Plan Examination
Beginning in December, fire alarm plans will be reviewed by
the Fire Department at FDNY headquarters at 9 MetroTech in Brooklyn. To find out more about the upcoming changes, visit the FDNY Bureau of Fire Prevention's website.

Valid Photo ID Required
Customers must show valid photo identification when
making payments.

Limited Alteration Filings
The Department is revising the process for filing Limited
Alteration Applications (LAA). The LAA1 form is being updated and any requests to amend a filed application will require a fee.

Annual Boiler Inspections
The 2009-2010 low pressure boiler inspection cycle begins
November 16. There are new requirements that must be followed with the start of the new cycle.

Buildings Bulletin 2009-019
The Department issued Buildings Bulletin 2009-019
which establishes acceptance criteria for adhesive anchoring systems installed in concrete.

Holiday Closure
The Department will be closed on Wednesday, November 11
in observance of Veterans Day.
