Renew a TLC Drivers License

Drivers License Renewals can only be made online.

  • You can renew up to 90 days before your license expires
    • If you do not complete all renewal requirements by your license expiration date your license will expire.

You can renew an expired license by completing all renewal requirements within 180 days after your license expired. Licenses will remain expired until all renewal requirements are submitted and TLC processes and approves the late renewal application. After renewal you will be sent a notification that you owe a $25.00 late fee.

Out-of-State Applicants / Licensees

NEW MANDATORY REQUIREMENT Out-of-State Driver License Applicants/Licensees (New, Renewals, and Replacements)

Effective Date: October 1, 2025

Starting on October 1, 2025, all out-of-state Applicants/Licensees—whether applying for a new, renewal, or replacement TLC Driver's License—must complete a new step to allow the TLC to obtain the necessary Client ID number for their application.

The Applicant/Licensee must follow these steps to meet this new requirement:

Step 1: Get the Required Form 

  • The Applicant/Licensee must download the ID-5 form, which is available here ID-5 Form, and bring it with them to the DMV office. The applicant/Licensee does not fill out the form.

Step 2: Visit a New York State DMV Office 

  • Take the ID-5 form to any New York State DMV office. No appointment is necessary.
  • The Applicant/Licensee must present their original identity documents (proofs of name, date of birth, and signature) to the staff for verification.
  • The DMV staff will complete the ID-5 form and take the Applicant's photo.
  • There is no charge for having your picture taken at the DMV.
  • This action allows the DMV to generate or validate the Client ID number that TLC requires.

Step 3: Get the Receipt (FS-6T) 

  • After the DMV process is complete, the Applicant/Licensee will be given a receipt called an FS-6T.
  • It is essential to keep this receipt.

Step 4: Upload to TLCUP 

  • The Applicant/Licensee must log into their TLCUP account and upload the FS-6T receipt.
  • This receipt confirms that the step to obtaining the Client ID number has been completed, and it is required to proceed with your TLC Driver’s License application.

 Step 5: (For Replacement Requests Only) Email the Receipt

Reminder: Applications submitted on or after October 1, 2025, will not be processed until the FS-6T receipt has been successfully uploaded to TLCUP.

What if I change the state of my DMV Driver's License?

Drivers who change their state driver license from one state to another must complete an affirmation form called TLC Affirmation for DMV State Change.

Licensees must complete this form any time they change their DMV license to another state.

Please follow the instructions on the form, and email the following documentation along with this affirmation form to licensinginquiries@tlc.nyc.gov:

  • A copy of your current, valid out-of-state Chauffeur-equivalent driver’s license
  • A current driving abstract showing at least two years of history.

Documentation Needed

Before starting your application, make sure you have the following documents available:
  1. Certificate of completion of a NYS DMV certified Defensive Driving Course. The course cannot be older than three (3) years prior to your license expiration date. Your certification must indicate the type of course, date course was taken, hours of instruction, name (license #) of instructor, and must include an official ink stamp or seal from the instruction site. You may find all NYS DMV certified DDC classes on the DMV website.

 IMPORTANT INFORMATION

  • The NYS Defensive Driving Course (DDC) requirement is a separate requirement from the TLC Driver License Renewal Course requirement. The difference between the TLC Licensed Driver Renewal Course and the DDC are as follows:
    • TLC Driver License Renewal Course: All TLC Licensed Drivers must complete the renewal course every three (3) years to renew their license.  Visit TLC Licensing Education to obtain more information on the TLC Driver License Renewal Course.                  
    • Defensive Driving Course (DDC): If your DDC is older than three (3) years at the time of your TLC Driver License Renewal, you will need to complete a new DDC class. The DDC Certificate of Completion cannot be older than three (3) years before you renew your TLC license.
    • You can upload the current certificate of completion that’s no older than three (3) years online on TLC UP.
  1. Watch Sex Trafficking Awareness Training(10 minutes)
  2. DMV abstract (only drivers with out-of-state licenses)- If you do not have a NYS DMV driver license you will be required to submit a driver record abstract that is dated no more than 90 days before your license expiration date. Contact your state's DMV to obtain your driver’s abstract.

How to Apply for a Renewal

  1. Pay any outstanding parking, traffic, or TLC tickets.
  2. Take a Drug Test
    • Take a drug test within the 90 days before your license expiration date. For more information visit the Drug Testing Requirements.
  3. Take the TLC Driver License Renewal Course
  4. Take a NYS DMV certified Defensive Driving Course, if needed. Visit Reduce points and insurance rate - The Point and Insurance Reduction Program (PIRP) for more information.

  5. Confirm Address, Telephone and Email on LARS.

  6. Pay your renewal fee online using LARS.

  7. Submit any required documents online on TLC UP.

  1. What is the TLC Driver License Renewal Course?

A continuing education course that TLC-licensed drivers take every three (3) years to renew their license. The purpose of the course is to provide practical training for drivers' careers as professional drivers, as well as improve safety and customer service of the taxi and for-hire vehicle industries in New York City. There is no exam for this course.

  1. Who needs to take the TLC Driver License Renewal Course?

Current TLC-licensed drivers who need to renew their TLC Driver License. The course must be completed within 90 days of your TLC Driver License expiration date. Paratransit and commuter van operators are not required to take the TLC Driver License Renewal Course, since they have different rules and regulations.

  1. I am a TLC-Licensed Driver, when should I take the TLC Driver License Renewal Course?

You should complete the course within 90 days of your TLC Driver License expiration date.

  1. Where can I take the TLC Driver License Renewal Course?

You can take the TLC Driver License Renewal Course at a TLC-Authorized Education Provider.

  1. How much does the course cost? And how do I pay for the course?

The TLC Driver License Renewal Course is an additional cost that is set by the education provider, separate from the cost to renew your TLC Driver License. The course cost ranges from $100 to $150. Students must pay the TLC Authorized Education Providers directly for the cost of the course. You can check the cost of the course on the school’s website.

  1. I am a TLC-Licensed Driver and have been driving for many years. Are there any exemptions or waivers for the TLC Driver License Renewal Course?

There are no exemptions or waivers for the TLC Driver License Renewal Course. All TLC licensed drivers are required to complete the course, regardless of their prior education history or years on the road.

  1. What happens if I do not take the Renewal Course before my TLC Driver License expires?

Your TLC Driver License will not be renewed unless you complete all the renewal requirements, including completion of the renewal course.

  1. What happens if I do not take the Renewal Course during my license renewal period? Can I still renew my TLC Driver License?

You will not be able to work for hire until you complete all renewal requirements, including the renewal course. You can pay the $25.00 late renewal fee and take the course during the 180-day late renewal period. Please avoid this by taking the renewal course before your TLC Driver License expires.

  1. How do I get credit for the course? How will TLC know I took the course?

The TLC-Authorized Education Provider will send your course completion information directly to the TLC, which will then be uploaded to your license record.

  1. How long is the course?

The classroom instruction time is approximately three hours, followed by about one hour of hands-on training with a wheelchair accessible vehicle in an off-street parking location.

  1. I have been a TLC-Licensed Driver for many years and did not take the TLC Driver License Education Course (3 days) when I first got my license. Do I still have to take the TLC Driver License Renewal Course?

Yes, all Licensees are required to take the Renewal Course every three years.

  1. Do I need to take the Renewal Course every time I renew my license?

Yes, TLC-licensed Drivers will be required to complete the TLC Driver License Renewal Course every three years prior to the expiration date of their license.

  1. I am not able to physically complete the hands-on training component with a wheelchair accessible vehicle during the Renewal Course. Can I still receive credit for the Renewal Course?

All students must be able to complete the hands-on training with a wheelchair accessible vehicle during the Renewal Course to receive credit. Please contact licensingi@tlc.nyc.gov if you have any questions about the physical requirements of completing the Renewal Course.
