Drivers License Renewals can only be made online.
When to Apply for a Renewal
- You can renew up to 90 days before your license expires
- If you do not complete all renewal requirements by your license expiration date your license will expire.
- You can renew an expired license by completing all renewal requirements within 180 days after your license expired. Licenses will remain expired until all renewal requirements are submitted and TLC processes and approves the late renewal application.
Out-of-State Applicants / Licensees
NEW MANDATORY REQUIREMENT Out-of-State Driver License Applicants/Licensees (New, Renewals, and Replacements)
Effective Date: October 1, 2025
Starting on October 1, 2025, all out-of-state Applicants/Licensees—whether applying for a new, renewal, or replacement TLC Driver's License—must complete a new step to allow the TLC to obtain the necessary Client ID number for their application.
The Applicant/Licensee must follow these steps to meet this new requirement:
Step 1: Get the Required Form
- The Applicant/Licensee must download the ID-5 form, which is available here ID-5 Form, and bring it with them to the DMV office. The applicant/Licensee does not fill out the form.
Step 2: Visit a New York State DMV Office
- Take the ID-5 form to any New York State DMV office. No appointment is necessary.
- The Applicant/Licensee must present their original identity documents (proofs of name, date of birth, and signature) to the staff for verification.
- The DMV staff will complete the ID-5 form and take the Applicant's photo.
- There is no charge for having your picture taken at the DMV.
- This action allows the DMV to generate or validate the Client ID number that TLC requires.
Step 3: Get the Receipt (FS-6T)
- After the DMV process is complete, the Applicant/Licensee will be given a receipt called an FS-6T.
- It is essential to keep this receipt.
Step 4: Upload to TLCUP
- The Applicant/Licensee must log into their TLCUP account and upload the FS-6T receipt.
- This receipt confirms that the step to obtaining the Client ID number has been completed, and it is required to proceed with your TLC Driver’s License application.
Reminder: Applications submitted on or after October 1, 2025, will not be processed until the FS-6T receipt has been successfully uploaded to TLCUP.
Before starting your application, make sure you have the following documents available:
- Certificate of completion of a NYS DMV certified Defensive Driving Course. The course cannot be older than three (3) years prior to your license expiration date. Your certification must indicate the type of course, date course was taken, hours of instruction, name (license #) of instructor, and must include an official ink stamp or seal from the instruction site. You may find all NYS DMV certified DDC classes on the DMV website at Department of Motor Vehicles - Internet Course and Other Alternative Delivery Method Course Providers.
IMPORTANT INFORMATION
- The Defensive Driving Course (DDC) requirement is a separate requirement from the TLC Driver License Renewal Course requirement. The difference between the TLC Licensed Driver License and the DDC are as follows:
- TLC Driver License Renewal Course: All TLC Licensed Drivers must complete the renewal course every three (3) years to renew their license. Visit TLC Licensing Education to obtain more information on the TLC Driver License Renewal Course.
- Defensive Driving Course (DDC): If your DDC is older than three (3) years at the time of your TLC Driver License Renewal, you will need to complete a new DDC class. The DDC Certificate of Completion cannot be older than three (3) years before you renew your TLC license.
- You can upload the current certificate of completion that’s no older than three (3) years online on TLC UP.
- Watch Sex Trafficking Awareness Training(10 minutes)
- DMV abstract (only drivers with out-of-state licenses)- If you do not have a NYS DMV driver license you will be required to submit a driver record abstract that is dated no more than 90 days before your license expiration date. Contact your state's DMV to obtain your record abstract.
How to Apply for a Renewal
- Pay any outstanding parking, traffic, or TLC tickets.

- Take a Drug Test

TLC Driver License Renewal Course
Take the TLC Driver Renewal Course. All TLC-licensed drivers must complete a continuing education course to renew their TLC Driver License every three (3) years and improve their skills as professional drivers.
Visit TLC Licensing Education to obtain information on the course and to view a list of TLC-Authorized Education Schools that offer the TLC Driver License Renewal Course.
IMPORTANT COURSE INFORMATION
- All requirements, including the TLC Driver License Renewal Course, MUST be completed within 90 days before your TLC Driver License expires.
- You cannot take the course before the 90-day renewal period.
- There is no exam for this course.
- The course requires licensees to complete every step of the physical, hands-on training. You will need to use your arms to push a passenger that uses a wheelchair into the vehicle and bend down to connect the floor straps to the wheelchair.
