The New York City Build It Back Single-Family Policy Manual (“Manual”) establishes guidance for implementing the portion of New York City’s “Build It Back” Community Development Block Grant (“CDBG”) funded disaster recovery (“DR”) program (known collectively as the “Program”) that provides Hurricane Sandy recovery assistance to the owners of one- to four-unit residential properties impacted by Hurricane Sandy, as described in the Action Plan. The Program provides several types of assistance, including Repair, Reconstruction, Reimbursement, Relocation, Buyout and Acquisition assistance. The Program is designed to assist both owner-occupied and tenant-occupied properties within New York City.

Acquisition, Buyout, Cooperative Relocation and Resettlement Incentives Program

The New York City Build It Back Single-Family Acquisition, Buyout, Cooperative Relocation and Resettlement Incentives Policy Manual establishes the specific procedures for evaluating applicants who wish to receive Acquisition, Buyout, Cooperative Relocation and Resettlement assistance from Build It Back.  This Policy Manual is used in conjunction with the New York City Build It Back Single-Family Policy Manual.  This Manual applies to all employees, consultants and contractors.

Uniform Relocation Act

The New York City Build It Back Uniform Relocation Act Policy and Procedures Manual describes the policies and procedures used to ensure compliance with the Uniform Relocation Act (the “URA” or “Act”) for tenant occupants whose landlords are participants in the Build it Back program. This Manual is applicable to all employees, vendors, and contractors responsible for reviewing and processing Single Family BIB applicants with renter-occupied units
