Housing At Risk Task Force (HART)

Program Overview

The City of New York is accepting applications to participate in a program desired to assist large housing projects striving to meet the June 15th, 2026 completion deadline to qualify under the  Affordable New York program. Under the program, eligible properties will receive assistance with permitting, inspections and delivery of Temporary Certificates of Occupancy (TCOs) needed to meet the deadline.

The program will have 2 phases:

  1. Get Ready – Project teams, working with city agencies, will establish realistic and viable schedules to deliver completion by the 2026 deadline. Based on the specifics of each project, critical milestones will be established for permitting, construction progress and inspections. Permitting agencies will establish predictable inspection schedules based on anticipated construction progress.

  2. Sprint to 2026 – During the building construction period, each project team will meet bi-weekly with a representative of from the City to report on construction progress and anticipate upcoming inspections. The permitting agencies will convene regularly at an all-hands-on-deck meeting to coordinate interagency approvals and confirm projects are staying on track.

Program Eligibility

  • Projects must be vested in the Affordable New York 421a (16) program by commencing construction prior to June 15, 2022.
  • Projects must produce a minimum of 100 housing units
