Economically Disadvantaged Regions

The Office of Community Hiring (OCH) annually publishes a list of "economically disadvantaged regions." Section 3501 of the New York City Charter defines "economically disadvantaged region" as an area, represented by ZIP Code, in which at least 15% of the population lives below the federal poverty threshold.

Vendors with contracts for construction and building services work subject to Community Hiring must make best efforts to employ individuals who reside in any of the Economically Disadvantaged Regions or certain public housing.
