Dr. Toutou Moussa Diallo is a visionary leader, author, educator, entrepreneur, and philanthropist. She is committed to the promotion and advancement of women and girls, gender equality, health equity, and capacity building.
A United States citizen from Mali, West Africa, Dr. Diallo has a baccalaureate in health science from the State University of New York at Cortland, dual master’s degrees in community development and business administration from South New Hampshire University, and her doctorate (summa cum laude) in business administration from Touro University Worldwide.
Her interest in serving others, especially females, began with her humble beginnings, when at age seven, she taught French to about 50 mothers in her commune, in addition to tutoring her peers in math and science. At college and elsewhere, she continued helping others. As later attested to by Dr. James J. Freiburger, a mentor of hers at Southern New Hampshire University, Dr. Diallo “has dedicated her time and efforts to the economically deprived.”
In 1998, after seeing an influx of over 600 refugees from Somalia, she founded the African Community Center in Manchester, New Hampshire, which, until it closed its doors in 2005, became a training partner of the New Hampshire Lodging & Restaurant Association and Southern New Hampshire University. A volunteer at the Center, Debbie M. Daniels, M.D., said of Dr. Diallo, “Under her lead, the New Hampshire African Community Center grew from a grassroots effort to a viable entity that helped refugees find jobs, learn English as a second language, and gain valuable skills for life in the U.S. At the same time, Ms. Diallo did not find it beneath herself to meet the daily needs of refugees by taking them to medical appointments, bringing them food and clothes, or finding needed furniture.”
Since 2017, Dr. Diallo has provided a minimum of $60,000 in support for youth and women entrepreneurs, beauticians, and the building of a mosque in Mali, also donating school supplies to four villages along with medical equipment to one village there.
From 2018 to 2019, Dr. Diallo taught 8th grade special education students at I.S. 219 in the Bronx, having previously taught special education in Boston. “97% in her class,” according to 219 Principal Kelleyann Royce-Giron, “met the State’s requirement in Science and Math. Her work ethic is commendable. She was on time every day, offered her time and resources when needed, and provided her colleagues with support. She met all required deadlines and did so with a high level of commitment to the children.”
In 2024, Dr. Diallo was appointed to CB11 by Borough President Gibson.
