NYC Agency Recycling Plan & Reporting

Pursuant to Local Law 36 (2010), all Mayoral and non-Mayoral agencies must submit a Waste Prevention, Reuse and Recycling Plan and Annual Report.

Agency mandatory reporting has grown to include Executive Order 54 (2020) and Local Law 57 (2021).

  • Local Law 36 of 2010: Requires NYC agencies to create a Waste Prevention, Reuse and Recycling Plan, assign an agency-wide Sustainability Coordinator, and report on their progress annually by July 1st.
  • Executive Order 54 of 2020: Instructs NYC agencies to work towards eliminating the use and sale of single-use plastic beverage bottles under 21 fluid ounces. Agencies must report on progress annually by July 1st.
  • Local Law 57 of 2021: Requires NYC agencies that have entered a food purchase contract or purchase order exceeding $100,000 to submit a Food Waste Prevention Plan. Agencies must report on plan annually by October 1st.

Reporting Instructions

Agencies are required to complete their Mandatory Agency Reporting using our new web-based portal. We will no longer accept emailed reports.

  • Access the Mandatory Reporting submission portal.
  • There is one authenticated user per agency. The authenticated user receives a welcome email from DSNY with their username and a link to create a password.
  • An account is created once and then you will use the same login credentials annually. Share and safekeep the login credentials.
  • You will only see reports that your agency is required to complete. Click on the buttons labeled with each report name to begin a report.
    • Reports can be saved and later edited in the draft stage. To edit a draft, select the report you were working on from the list at the bottom of the page.
    • Once a report is in the submitted status, your ability to make changes will be disabled.
    • Clicking the report buttons a second time at the top of the page results in another report being generated. DSNY can delete duplicate reports, reach out to us at agencies@dsny.nyc.gov.
  • If you are required to complete Local Law 36 reporting, you must update and upload the Agency Site Information spreadsheet template yearly, even if your agency occupies only one site. You can use existing site list but please note there are minor changes to the previous template. All previous site list submissions will be uploaded by DSNY to your account.
  • If this is your first year as a covered agency under Local Law 57 of 2021, complete a Food Waste Prevention Plan template. This can be submitted by email to agencies@dsny.nyc.gov.
