Hurricane Ida Action Plan Substantial Amendment 6
The City is amending its Hurricane Ida Action Plan and soliciting public comments on the amendment from September 15, 2026 through October 16, 2026. The City will also hold a hearing on October 8, 2026, from 6-7pm to obtain comments on this amendment. See below for the full Action Plan amendment, the executive summary, and the public notice, which contains details on the public comment period and the public hearing. The executive summary and public notice are also translated to Spanish, Chinese, Russian, Bengali, Haitian, Korean, Arabic, Urdu, French, and Polish.

Hurricane Ida Action Plan Amendment 6
The US Department of Housing and Urban Development (HUD) has allocated $310,817,000 of CDBG-DR funds to the City of New York for its for recovery and resiliency efforts related to Hurricane Ida. The Action Plan identifies the City’s unmet need and describes how this funding will be used. To view the current action plan, click here.
Hurricane Sandy Action Plan
The City published non-substantial Action Plan Amendment 24 (APA 24) to the Community Development Block Grant - Disaster Recovery (CDBG-DR) grant on November 10, 2022. To view the amendment, please click here.
Red Hook Flood Protection
The City will use CDBG-DR funds to develop a flood protection system in Red Hook, Brooklyn. These funds will be used in support of the broader Red Hook Coastal Resiliency Project (RHCR), jointly funded by the City of New York, the Federal Emergency Management Agency (FEMA) and the New York State Division of Homeland Security and Emergency Services (DHSES).
