Announces Hilary Meltzer as Environmental Law Chief and Mindy Roller as Workers’ Compensation Chief
Corporation Counsel Zachary W. Carter today announced the appointments of two new division chiefs: Hilary Meltzer has been named Chief of the Environmental Law Division and Mindy Roller has been named Chief of the Workers’ Compensation Division.
“As longstanding members of the Law Department with decades of legal expertise in their respective fields, Hilary and Mindy have played integral roles in the divisions they will now lead, said Corporation Counsel Zachary W. Carter. “They are superbly qualified leaders who will continue the tradition of excellence that has been the hallmark of their divisions to further the interests of all New Yorkers.”
Ms. Meltzer will oversee a division which litigates and counsels on numerous environmental issues affecting the City, including environmental reviews, climate change and resiliency, protection of natural resources and open spaces, and municipal infrastructure.
Ms. Meltzer said, “I am excited to assume leadership of the Environmental Law Division and to work with my exceptional colleagues in this new capacity. We will continue to work on a broad range of complex and challenging environmental issues related to the City’s municipal infrastructure, and to participate on a national level in affirmative environmental advocacy, especially during this period when the federal government is rolling back essential environmental, health, and safety protections.”
Ms. Roller, who has become one of the foremost experts in New York Workers’ Compensation law, will oversee a division that administers worker compensation claims and hearings on behalf of injured City workers.
Ms. Roller said, “I am extremely pleased and excited to be appointed Chief of the Workers’ Compensation Division. I have been part of this division during my entire tenure at the Law Department and it has been interesting, challenging and rewarding at every level. We impact the lives of real people and are committed to doing the best job possible to insure that municipal employees injured at work receive the medical care and wage replacement to which they are entitled. We work daily to improve the workers’ compensation system to improve the process and outcomes for all stakeholders. It is an honor to follow upon the heels of my predecessor, John Sweeney, who has been an amazing mentor.”
More About Environmental Law Division Chief Hilary Meltzer
Ms. Meltzer joined the Environmental Law Division in 1992 immediately after graduating from Yale Law School. She became Deputy Chief in 2010. Ms. Meltzer is Co-Chair of the Legal Affairs Committee of the National Association of Clean Water Agencies. Ms. Meltzer has taught at both Harvard Law School and New York University Law School. Ms. Meltzer has focused primarily on protecting the sources of the City’s drinking water supply. She has coordinated much of the City’s effort to push back against the federal government’s rollback of federal environmental policies, and has been instrumental in developing and implementing the City’s storm water management program.
More About Workers’ Compensation Division Chief Mindy Roller
Ms. Roller joined the Workers’ Compensation Division in 1995 after starting her career as a banking associate at Skadden, Arps, Slate, Meagher & Flom. In 2002, she was promoted to Deputy Chief of the division, and has played a critical role in managing the City’s Workers’ Compensation caseload. She has helped oversee and streamline operations of a division that administers approximately 17,000 new claims annually, 15,000 administrative hearings and expenditures on behalf of injured City workers totaling $400 million.
