The Affirmative Litigation Division is currently expanding its Tenant Protection Unit, which focuses on litigation to protect tenants through enforcing the Building Code and other applicable law. The New York City Law Department is accepting applications from admitted attorneys for our Privacy and Records Unit. Reporting to the Chief of Privacy and Records Officer, the attorney in this role will assist with the office’s compliance with the New York State Freedom of Information Law (FOIL) and the New York City Identifying Information Law.
The attorney will receive, track, and interpret requests for information made to the Law Department pursuant to FOIL; interact with staff throughout the Department to locate, retrieve, and review documents that may be responsive to the requests; analyze how much of the information must be disclosed to the requestor, and whether any may be withheld; and issue determinations granting or denying requests to requesters. They will assist the Law Department Records Appeals Officer with FOIL appeal determinations. They will also advise and train City clients on the FOIL law, practice, and relevant legal updates.
The attorney will also assist with compliance under the City’s Identifying Information Law. These include, among other things, overseeing day-to-day agency compliance by all divisions of the Department (advising staff on privacy issues, engage in projects/contracts that involve collecting or disclosing identifying information); quarterly reporting to the City’s Chief Privacy Officer; assist in drafting the agency’s biennial Agency Report on collections, disclosures, and retentions of identifying information; and investigating privacy incidents within the Department or by third-party contractors.

The NYC Law Department’s General Litigation Division seeks an experienced litigation attorney to serve as a Supervisor/Team Leader. The attorney in this role would supervise, guide and mentor a team of approximately 5 attorneys handling cases in both federal and state court. The Law Department is one of the largest law offices in New York City and one of the largest public law offices in the country. The Law Department's lawyers handle more than 80,000 cases and transactions each year and represent the City on a vast array of civil litigation and in the criminal prosecution of juveniles. The Law Department also counsels the Mayor, elected officials, the City, and all its agencies. The Discovery Management Attorney will: interact with other Assistant Corporation Counsels and professional staff to assist with all aspects of discovery from other City agencies for the Law Department; assist in the supervision of Litigation Support staff in conducting paper and electronic discovery; learn the IT systems of the Law Department and other agencies in order to assist with the collection of electronically stored information; learn the operational functions of other City agencies including the records created and maintained by those operational units; and work under the supervision of division management. ASSISTANT CORPORATION COUNSEL - Document Project Counsel, Toxic and Mass Tort Unit (“TAMTU”)

Under the direction of the TAMTU Chief and Deputy, the Assistant Corporation Counsel (ACC) will be responsible for overseeing and supervising a very large, multi-year document review and production project and, more specifically, daily oversight of the document review team, and meeting project-specific demands and deadlines. The ACC will oversee the collection and processing of electronic data, coordinate document reviews and productions, and ensure defensibility and efficiency throughout the e-discovery process. They will also serve as the Unit's expert on e-discovery case law and strategy.
Applicants will benefit from an understanding of e-discovery principles, practices, and technologies. Prior experience in the document review area and with Relativity is a plus. It is preferred, but not required, that applicants have experience supporting and guiding attorneys through all steps of the e-discovery process from collection through final review and production and have advanced skills in databases, spreadsheets, and text editing tools.
The ACC will serve as the Unit's expert in document review workflows and technologies and provide comprehensive advice and support to guide both document review contract attorneys and case team attorneys through every aspect of this complex and large-volume document review project. The candidate will gain subject matter expertise and assist the contract and case team attorneys in developing and implementing defensible and efficient review strategies and workflows. For this project which requires a vendor review team, the ACC will liaison among the Law Department and vendors, assist Law Department attorneys with preparing and editing review manuals, participate in training vendor review teams, help conduct daily quality control (second level) review, participate in feedback calls with vendor review teams, assist with privilege coding and log preparation, and ensure that appropriate pre-production quality control checks are completed.
Minimum Qualification Requirements: Applicants who have at least three years of litigation experience following graduation from an ABA accredited law school are preferred. Experience with large-volume document review, privilege review, and log preparation, as well using e-discovery document review platforms are preferred. Applicants should be admitted and in good standing with the NY State Bar.
Preferred Skills: The ideal candidate will possess superior analytic, interpersonal, and communication skills and have prior experience managing large-volume document reviews including as a document review manager or team lead. Experience advising on and implementing e-discovery workflows for review and production of ESI, utilizing technology assisted review tools, and developing best practices for review and production.
