Program Description

CDBG-DR funds have been allocated to rehabilitate/reconstruct several Sandy-impacted public facilities as a cost match to federally funded projects, including:

Rockaway Boardwalk

The storm destroyed much of the Rockaway Beach boardwalk. In partnership with the NYC Economic Development Corporation, the City has since rebuilt and transformed the boardwalk. Intact sections of boardwalk were repaired, damaged beach buildings were renovated, destroyed facilities were replaced, and resiliency measures were created.

Health and Hospitals

Hurricane Sandy’s record-breaking storm surge damaged several HHC facilities and led to the evacuation of Bellevue and Coney Island hospitals. The City has allocated funds to help repair buildings and replace equipment, but also relocate critical systems out of basements and away from areas that may flood in the future.

Trust for Governor’s Island (TGI)

Hurricane Sandy caused flooding in the low-lying areas of Governors Island, inundating some electrical conduit. CDBG-DR funding was used to assess the current conditions of the conduits, manholes, cables, and duct banks impacted by the storm in order to provide engineered drawings and specifications for TGI to procure a contractor to perform the necessary work.

Fire Department of New York (FDNY)

Fire Department facilities were also damaged due to the storm, including 16 Firehouses, 6 EMS stations, 5 Marine facilities and 2 support facilities (Paidge Avenue and Fort Totten). CDBG-DR funding covered nearly $2.5 million of FDNY-related projects.

Nursing Homes and Adult Care Facilities

During Hurricane Sandy, the electrical systems at various nursing homes and adult care facilities went down or failed to function, putting the lives of some of the City’s most vulnerable residents at risk. The City installed new emergency generators, elevated existing emergency generators, and installed common switch-gears and transfer stations in several nursing homes and adult care facilities.
