Mayor Bloomberg Signs Legislation Requiring The Administration For Children's Services To Publish Data On Youth Detained And Placed In Juvenile Facilities

Remarks by Mayor Michael R. Bloomberg at a Public Hearing on Local Laws

“The next bill before me is Introductory Number 981-A, sponsored by Council Members Rose, Brewer, Eugene, James, Mendez, Vann, Williams, Dromm, Rodriguez, Gonzalez, Palma, Van Bramer, Foster, Lander, Nelson, Gennaro, Chin, Arroyo, Barron, Jackson, Mark-Viverito, Mealy and Wills.

“The Administration for Children’s Services currently reports demographic data and incident reports on youth in New York City’s juvenile non-secure and secure detention facilities.  As young people come into ACS’s custody through the Close to Home Initiative, a collaborative effort between the City and the State that places New York City youth who are adjudicated as juvenile delinquents closer to their family and community, it is important that we collect and monitor similar data on this new population that will be in the City’s care.  This legislation requires ACS to report admissions data regarding limited secure placement facilities, average daily population in non-secure and limited-secure placement facilities, the number of youth admitted who spent time either in non-secure placement only, limited secure placement only, or both non-secure and limited secure placement, as well as data on transfers.
